Pilot is committed to meeting regulatory compliance for European Classification Labeling Packaging (CLP) obligations for all our substances and mixtures. All products sold to customers in the European Union are classified and labeled according to CLP guidelines.
We also meet and stay current with REACH obligations for all our products to ensure a high level of protection of human health and the environment. Pilot has pre-registered all commercial products and completed all required 2010 and 2013 registrations. We also intends to register many other pre-registered substances in line with the 2018 deadline.
The European chemical legislation on the Registration, Evaluation and Authorization of Chemicals, REACh (Regulation (EC) N° 1904/2006), entered into effect June 1, 2007. In the past, if a substance was on the European Union (EU) inventory (i.e., EINECS, ELINCS, NLP), anyone could use that inventory number and manufacture or import that substance. REACh requires that each substance being manufactured or imported into the EU must be pre-registered or registered by the manufacturer or importer. The pre-registration and registration number is specific to the substance and that manufacturer or importer.
As a manufacturer of chemicals outside of Europe, Pilot continues to fulfill its obligations under REACh for its EU customers through our Only Representative (OR). Specifically, we have pre-registered ALL of our non-exempt substances manufactured or imported into the EU prior to the December 1, 2008, deadline, and we currently intend to register our phase-in substances within the projected timetables (i.e. December 2010, June 2013 or June 2018).
If you export Pilot products to the EU from outside the EU, either as part of your product or in their neat form, there is a general obligation to submit registration to European Chemicals Agency (ECHA).
There is a general obligation for manufacturers and importers of substances to submit a registration to the ECHA for each substance manufactured or imported in quantities of 1 metric ton or greater per year. Listing substances on the European Inventory of Existing Chemical Substances and pre-registered (between June 1, 2008, and December 1, 2008) allows companies to continue manufacturing or importing or using those substances (phase-in substances) until the deadline for registration. The deadlines for registration are between November 30, 2010, and May 31, 2018, depending on the annual volume and hazard classification of the substances.
